AGING AS A SOCIAL POLICY AREA AND SOCIAL WORK PRACTICES

Abstract

As a social phenomenon, aging is an important social problem that concerns social structure. In this respect, it is one of the areas that social policy interests. Elders are increasingly confronted with not only health problems but also problems related to the old age during their old age period.While some of those problems are the consequenses of the old-aged’s own physical, psychological, economic and social situation, some others are caused by the environmental and social conditions outside of the them. The fact that the old age phenomenon is now a problem of “society” rather than the problem of an “individual” is now acknowledged.Therefore, the social policy and social service practices developed by different countries, in short their social state understandings, reduce or increase the problems that the elderly people encounter in aging period. The recently implemented social old age policies are in the form of public / rights-based understandings as well as the care of the elders within the family. In this study, general situation related to the field of old-aged people welfare will be examined from the perspective of social policy and the suggestions about the implementations related to this social service field will be presented.

Bir toplumsal olgu olarak yaşlılık toplumsal yapıyı ilgilendiren önemli bir sosyal sorundur. Bu açıdan sosyal politikanın ilgi alanlarındanbirini oluşturmaktadır. Yaşlıların, yaşlılık döneminde yalnızca sağlık sorunlarıyla değil yaşlılık dönemi ile ilişki içinde bulunan sorunlarlada karşılaşma olasılıkları artmaktadır. Bu sorunların bir kısmı yaşlının kendi fiziksel, psikolojik, ekonomik ve sosyal durumundan bir kısmı iseyaşlının dışındaki çevresel ve toplumsal koşullardan kaynaklanmaktadır.Günümüzde yaşlılık olgusunun “bireysel” bir sorun olmanın ötesinde “toplumun” sorunu olduğu gerçeği kabul edilmiştir. Dolayısıyla farklı ülkelerin geliştirmiş oldukları sosyal politika vesosyal hizmet uygulamaları kısaca sosyal devlet anlayışları yaşlıların yaşlanma döneminde karşılaşmış oldukları sorunları azaltmakta ya da arttırmaktadır. Günümüzde uygulanmaya çalışılan yaşlı sosyal politikaları kamusal/hak temelli anlayışlarla birlikte yaşlıların aile içinde bakılması-gözetilmesi şeklinde ön plana çıkmaktadır.Bu çalışmada sosyal politika açısından yaşlılık refahı alanıyla ilgili genel durum irdelenecek ve bu sosyal hizmet alanına ilişkin uygulamalarayönelik önerilerde bulunulacaktır.
