ÇOCUK KORUMA SİSTEMİ KAPSAMINDA BAKIM TEDBİRİ ALMA VE UYGULAMA SÜRECİNİN NİTEL ANALİZİ

Abstract

Bu araştırmanın odağı bakım tedbiri sürecidir. Araştırmada bakım tedbiri sürecinin başarılı yanları ile geliştirilebilecek yönleri, sürecin farklı öznelerinin değerlendirmeleri doğrultusunda keşfedilmeye, anlaşılmaya ve görünür kılınmaya çalışılmıştır. Araştırmanın amaçlarına uygun olarak nitel yaklaşım benimsenmiş ve bu yöntemle katılımcıların sürece yönelik deneyimlerini kendi ifadeleri ile ortaya koymaları sağlanmıştır. Katılımcılar amaçlı örneklem seçim yöntemi ile belirlenmiş ve araştırma grubunda Aile ve Sosyal Hizmetler İl Müdürlüğü ve çocuk evleri sitesi müdürlüğü çalışanları ile çocuk evleri sitesinde koruma ve bakım altında kalan çocuklar yer almıştır. Bu kapsamda üç farklı ilde, yirmi beş kişi ile derinlemesine görüşmeler yapılmıştır. Yarı yapılandırılmış görüşme formu kullanılarak veriler toplanmış ve bu veriler içerik analizi tekniği ile yorumlanmıştır. Bu makalede, bakım tedbirinin alınma ve uygulanma sürecine ilişkin bulgulara ve yorumlara odaklanılmıştır. Bu çerçevede katılımcılar ihbar kanallarını, sosyal inceleme yapmanın ve karar vermenin zorluklarını, çocuk evleri sitelerinin şartlarını ve hizmetlerini değerlendirmişlerdir. Bu değerlendirmeler doğrultusunda bakım tedbiri sürecinin iyileştirilmesine yönelik önerilere yer verilmiştir.

The focus of this research is the care measure process. In the research, the successful aspects of the care measure process and the aspects that can be improved were tryed to be discovered, understood and made visible in line with the evaluations of different subjects of the process. In accordance with the aims of the research, a qualitative approach was used and with this method, the participants were provided to reveal their experiences about the process in their own words. The participants were determined by the purposeful sampling method and the employees of the Provincial Directorate of Family and Social Services and the directorate of the children's homes site and the children under protection and care in the children's home site were included in the research group. In this context, in-depth interviews were conducted with twenty-five people in three different cities. Data were collected using a semi-structured interview form and these data were interpreted with content analysis technique. This article focuses on the findings and comments on the process of taking and applying the care measure. In this context, the participants evaluated "the channels of notification, the difficulties of making social investigations and making decisions, the conditions and services of children's home sites". In line with these evaluations, suggestions for improving the care measure process are included.
