Sportswashing as a Method of Exoneration of Authoritarian Regimes: The Case of the Kingdom of Saudi Arabia

Abstract

The concept of sportswashing can be summarized as the efforts of shareholders such as the government, politiciansor business people benefitting from sports in order to improve their image in public eye, dismiss negativeperceptions, cover-up misdeeds and alter the broadcast This brand new and recently popular term could also beidentified as “exoneration via sports” in Turkish.The purpose of the present study is to contribute to the theoretical construction of the concept of sportswashingwith the method of descriptive analysis of the Saudi Arabian case. The roles of authoritarian governments, sportsfans, sportspeople and human right organizations, who are the active shareholders of sportswashing, are aimed tobe defined. The historical circumstances, tools, objectives and theoretical framework of the concept are focusedand the reasons that lead authoritarian regimes to sportswashing activities and the applied policies are analyzed.In order to solidify the study, Saudi Arabia's frequently discussed post-2017 policies were examined as an exampleof sportswashing. For the purpose of revealing a generalizable outcome with a clear sub-case analysis, the focusof the study is built on the acquisition of the English Premier League team Newcastle United by the Saudi ArabianPublic Investment Fund (PIF), which has a wide coverage in the international community. The study also focuseson which sports activities the Riyadh governance is directed to and the costs undertaken. Additionally, the desiredand possible negative outcomes are also attempted to be identified.The conclusion part provides assumptions about the functionality of sportswashing methods for authoritarianregimes seeking to improve their reputation in western societies. It focuses on the measures that could be taken bythe parties in order to conserve the morality in sports.

Sportswashing kavramı; kamuoyu nezdindeki imajını düzeltmeyi, olumsuz algılardan kurtulmayı, suçlarını örtbasetmeyi ve gündemi kendileri için fayda yaratacak şekilde değiştirmeyi amaçlayan devlet, siyasetçi veya iş insanıgibi aktörlerin, spordan fayda sağlama çabaları olarak özetlenebilir. Yeni ve popülerleşmekte olan bu kavramıTürkçe’de “sporla aklanma” terimi net şekilde karşılamaktadır.Makalenin amacı Suudi Arabistan vakasının betimsel analizi yöntemiyle, sportswashing kavramının teorikinşasına katkı sunmaktır. Sportswashing eylemlerinin aktörleri olan otoriter devletler, sporseverler, sporcular, spororganizasyonları ve insan hakları örgütlerinin süreçteki rolleri açıklanmaya çalışılmaktadır. Kavramın tarihselboyutu, araçları, hedefleri ve kuramsal çerçevesi ortaya konularak otoriter rejimleri sportswashing aktivitelerineyönlendiren nedenler ve uygulanan politikalar analiz edilmektedir.Çalışmayı somutlaştırmak amacıyla dünya kamuoyunda sıkça tartışılan sportswashing örneği olarak SuudiArabistan’ın 2017 sonrası politikaları incelenmiştir. Net bir alt vaka analizi ile daha genellenebilir bir sonuç ortayakoyabilmek maksadıyla da uluslararası kamuoyunda geniş yer bulan Suudi Arabistan Kamu Yatırım Fonu’nun(PIF) İngiltere Premier Lig ekibi Newcastle United’ı satın almasına odaklanılmıştır. Riyad yönetiminin hangi sporfaaliyetlerine yöneldiği ve üstlendiği maliyetler konusu araştırılmakta, ulaşılmak istenen noktalar ve muhtemelolumsuz sonuçlar konusunda öngörüde bulunmaya çalışılmaktadır. Sonuç kısmında batı toplumları nezdindeitibarını düzeltme arayışındaki otoriter rejimler için sportswashing yöntemlerinin işlevselliği ve sporun ahlakiilkelerinin korunabilmesi adına tarafların alabileceği önlemler üzerinde durulmaktadır.
