THE REFLECTION OF THE DEVELOPMENT IN FINANCIAL SUBJECTS TO THE DAILY LIFE IN REPUBLIC PERIOD 1923-1950

Abstract

The country experienced many development in the financial subjects after the declaration of the Turkish Republic. In the work life, the status of the working staff were determined. The trade within the country was nationalized and the problems arose in the field of smuggling, black marketing, lack of products, costliness and monopolies were solved. The applications of Budget became systematized and the general Budget of the country and the budgets of the provinces applications were carried on till the end of the period. The depts inherited from the Ottoman period were paid and the new Goverment avoided foreign indeptment. There had seen reflections of these subjects to the daily life of the country. In this article, the records of the Turkish Grand Assembly besides published materials about the financial subjects were followed in detail and how these subjects changed the daily life of the people in the country.

Türkiye Cumhuriyeti’nin ilânından sonra malî ve iktisadî alanlarda da pek çok gelişme yaşanmıştır. Çalışma hayatında, özellikle çalışanların statüleri tespit edilmiştir. Ticaretin millîleştirilmesi çalışmalarına devam edilmiş; kaçakçılık, aracı tekeller, karaborsa, pahalılık ve ürün darlığı gibi ticaret hayatında sıkıntı meydana getiren problemler çözülmüştür. Türkiye’de bütçe uygulamaları esaslı bir sisteme bağlanmış, dönemin sonuna kadar genel bütçe ve vilâyet bütçeleri uygulaması devam etmiştir. Osmanlı döneminden intikal eden dış borçlar ödenmiş; bu dönemde olabildiği kadar dış borçtan kaçınılmıştır. Bu konuların tamamının gündelik hayata yansımaları olmuştur. Bu makalemizde, basılı eserlerdeki bilgilerin yanında Türkiye Büyük Millet Meclisi Zabıt Cerîdesi’ndeki bilgilerin esas alınması suretiyle yukardaki konuların gündelik hayata yansımaları takip edilmiştir.
