A Lifetime Dedicated to Turkish Democracy: Ali Naili Erdem

Abstract

In Turkish political history, there has been a clash between two groups since the 1st Parliament when the foundations of the Republic were laid. The first is: ‘secularist-positivist republicans’ and the second “conservative-republicans”. The concept of ‘Second Republicanism’, which has entered our political literature, was also produced through this dichotomy. Intellectuals such as Peyami Safa, Ziya Gökalp, Prof. Dr. Mehmet Kaplan, Prof. Dr. Vasfi Raşit Sevük and Cemil Meriç were the ideologues of conservative-republicans. Ali Naili Erdem, an important politician who served as the Minister of Labour, the Minister of Industry and the Minister of National Education, followed in the footsteps of these thinkers in the dichotomy between the two groups at the founding of the Republic and took the side of the ‘conservative-republicans’. Ali Naili Erdem is an important political figure who took part in the political scene in the most critical periods of Turkish political history. This study focuses on the life and ideas of Ali Naili Erdem. As a method, an interview lasting one hour and fifteen minutes was conducted by asking him about the topics that were not included in the book ‘Siyasetin Yollarında’ in which Erdem wrote his own biography. In addition, the Minutes of the Grand National Assembly of Turkey were utilised in relation to the political developments of the period. The aim of the study is to introduce a person like Ali Naili Erdem, who served as a minister in the most complex periods of our political history, to a new generation of readers. Keywords:

Türk Demokrasisine Adanan Bir Ömür: Ali Naili Erdem Türk siyasal tarihinde Cumhuriyet’in temellerinin atıldığı 1. Meclis’ten bu yana iki grubun çatışması yaşanmıştır. Birincisi: “laisist-pozitivist cumhuriyetçiler”, ikincisi ise “muhafazakâr-cumhuriyetçiler”. Siyasi literatürümüze giren “İkinci Cumhuriyetçilik” kavramı da bu dikotomi üzerinden üretilmiştir. Peyami Safa, Ziya Gökalp, Prof. Dr. Mehmet Kaplan, Prof. Dr. Vasfi Raşit Sevük ve Cemil Meriç gibi aydınlar muhafazakâr-cumhuriyetçilerin ideologluğunu yapmıştır. Çalışma Bakanlığı, Sanayi Bakanlığı ve Milli Eğitim Bakanlığı görevlerinde bulunmuş önemli bir siyasetçi olan Ali Naili Erdem ise Cumhuriyetin kuruluşunda iki grup arasındaki dikotomide bu düşünürlerin izinden giderek “muhafazakâr-cumhuriyetçilerin” safında yer almıştır. Ali Naili Erdem, Türk siyasal tarihinin en kritik dönemlerinde siyaset sahnesinde yer almış önemli bir siyasi figürdür. Çalışmada Ali Naili Erdem’in hayatı ve fikirleri üzerinde durulmuştur. Yöntem olarak Erdem’in kendi biyografisini yazdığı “Siyasetin Yollarında” kitabında yer almayan konular kendisine sorularak bir saat on beş dakika süren mülakat gerçekleştirilmiştir. Ayrıca dönemin siyasi gelişmeleri ile ilgili olarak TBMM Zabıt Ceridelerinden faydalanılmıştır. Çalışmanın hedefi ise Ali Naili Erdem gibi siyasi tarihimizin en karmaşık dönemlerinde bakanlıklar yapmış birini yeni nesil okuyucu ile tanıştırabilmektir.
