COMPLAINTS ABOUT TAXES IN AMASYA DISTRICT (1742-1908)

Abstract

The Ottoman Empire has placed great importance on justice since its establishment and has embraced the principle of supporting individuals who are righteous in the midst of all kinds of illegal circumstances. All people living within the empire have the right to freely Express their complaints and seek a solution to their problems, regardless of whether they are men, women, Muslims or non-Muslims. In this study using the judgment records containing the complaints of the people and the administrators; 36 Sivas Province AhkâmBooks (Judgement records) covering the years 1742-1908 were examined. The focus was on the complaints about charged taxes within the Amasya District center and the sub-districts of the district between 1742 and 1908, and the solutions brought by the state to these complaints. While examining the complaints about Amasya District, not only the complaints of the people regarding taxes and the complaints, but also the problems experienced by the ruling class were examined and tried to be explained under a separate heading in the study. In addition, to understand the complaints about taxes better, it was aimed to support the study statistically by creating various tables and graphs regarding the subject, location, and religion and gender distribution of the complaints. In the light of the data obtained, some evaluations were made on how the political and socio-economic situation of the Ottoman Empire between 1742 and 1908 was reflected in the Amasya District regarding taxes.

Osmanlı İmparatorluğu kuruluşundan itibaren adalete büyük önem vermiş ve her türlü hukuksuz durum karşısında haklı olanın yanında yer almayı kendisine düstur edinmiş bir yapıya sahiptir. İmparatorluk içinde yaşayan tüm insanlar; erkek, kadın, Müslim veya gayrimüslim ayrımı yapılmaksızın özgürce şikâyetini dile getirme ve sorununa çözüm bekleme hakkına sahiptirler. Halkın ve yöneticilerin şikâyetlerini ihtiva eden ahkâm defterleri kullanılarak hazırlanan bu çalışmada; 1742-1908 yılları arasını ihtiva eden 36 adet Sivas Eyaleti Ahkâm Defterleri incelenmiştir. 1742-1908 yılları arasında Amasya kazâ merkezi ve kazâya bağlı nahiyeler dâhilinde vergiler hususunda meydana gelen şikâyetler ve bu şikâyetlere devletin getirdiği çözümler üzerinde durulmuştur. Amasya Kazâsı’na dair şikâyetler incelenirken yalnızca halkın şikâyetleri değil, aynı zamanda yönetici sınıfın vergiler hususunda yaşadıkları meseleler ve bu sebeple yapmış oldukları şikâyetler de incelenmiş ve çalışma içinde ayrı bir başlık altında açıklanmaya çalışılmıştır. Ayrıca vergilere dair şikâyetlerin daha iyi anlaşılabilmesi amacıyla şikâyetlerin konu, yer, din ve cinsiyet dağılımları ile ilgili çeşitli tablo ve grafikler oluşturularak çalışmanın istatistikî olarak desteklenmesi amaçlanmıştır. Elde edilen veriler ışığında 1742-1908 yılları arasında Osmanlı İmparatorluğu’nun içinde bulunduğu siyasi ve sosyo-ekonomik durumun Amasya Kazâsı’na vergiler konusunda nasıl yansıdığına dair bazı değerlendirmeler de yapılmıştır.
