Contributions of the Child Protection Agency to the Development of Early Childhood Care And Education in Turkey

Abstract

The early childhood period generally includes the period until the child starts primary education. It is believed that the added value of early childhood care and education is high. There is a close relationship between early childhood education and care and child protection services. An important non-governmental organization in children's services in Türkiye is the Child Protection Agency of Türkiye. The institution, which continued its existence between 1921-1983, also carried out pioneering services in the field of early childhood. This study, it was aimed to reveal the services of the Child Protection Agency in the field of early childhood care and education. The study is based on the examination of historical documents. Looking at the research findings, it is understood that the Child Protection Agency is primarily a child advocacy institution. Apart from this, the Child Protection Agency opened residential children’s homes, nurseries, kindergartens, trained caregivers, provided family trainings, published preriodical and non-periodical children’s publications, opened children’s libraries. practices for parent education and children's literature. Carrying out pioneering practices in the field of maternal and child health, the Institution opened clinics, delivery rooms, milk distribution centers, continued the follow-up of children at home with the visitor nurses. Social aids for disadvantaged groups is also one of the important services of the Institution.

Erken çocukluk dönemi genel olarak çocuğun ilköğretime başlama zamanına kadar olan dönemi içermektedir. Erken çocukluk eğitimi ve bakımının katma değerinin yüksek olduğuna inanılmaktadır. Erken çocukluk eğitimi ve bakımı ile çocuk koruma hizmetlerinin yakın ilişkisi vardır. Türkiye’de çocuk hizmetlerinde önemli bir sivil toplum örgütü, Türkiye Çocuk Esirgeme Kurumudur. 1921-1983 yılları arasında varlığını sürdüren kurum erken çocukluk alanında da öncü hizmetler gerçekleştirmiştir. Bu çalışmada Çocuk Esirgeme Kurumunun erken çocukluk eğitimi ve bakımı alanındaki hizmetlerinin neler olduğunun ortaya konulması amaçlanmıştır. Çalışma, tarihsel nitelikteki dokümanların incelenmesine dayanmaktadır. Araştırma bulgularına bakıldığında Çocuk Esirgeme Kurumunun öncelikle çocuk savunucusu bir kurum olduğu anlaşılmaktadır. Bunun dışında Çocuk Esirgeme Kurumu çocuk yuvaları, kreşler, anaokulları açmış, çocuk bakıcıları yetiştirmiş, aile eğitimleri gerçekleştirmiş, süreli-süresiz çocuk yayınları çıkarmış, çocuk kütüphaneleri açmıştır. Anne çocuk sağlığı alanında da öncü uygulamalar gerçekleştiren Kurum muayenehaneler, doğumhaneler, süt dağıtım merkezleri açmış, ziyaretçi hemşire uygulamasıyla çocukların takibini evlerde de sürdürmüştür. Dezavantajlı gruplara yönelik sosyal yardımlar da kurumun önemli hizmetlerindendir.
