1 numaralı Erzurum ahkâm defterinin transkripsiyonu ve değerlendirilmesi (s.131-212)

Abstract

Ahkâm Defterleri tıpkı "Mühimme, Tahvil ve Ruûs Defterleri" gibi Divan-ı Hümayun'da tutulan defterler arasında yer almaktadır. Halkın veya yöneticilerin toplumda karşılaştıkları sorunları bulundukları yerde çözememesi durumunda şikâyetleri merkeze gönderilmiş ve burada üretilen çözümler doğrultusunda alınan kararlar Ahkâm Defterlerine kayıt edilmiştir. Bunun dışında Ahkâm Defterleri devrin şartlarını anlayarak yorum yapabilmek için araştırmacılar için önemli bir kaynak niteliğindedir. Şöyle ki, defterler içinde geçen hükümler kendi aralarında kategorilere ayrılarak değerlendirildiği takdirde toplumda yaşanan ekonomik, sosyal ve siyasi sorunlar ve bunların arka planında yer alan nedenler daha kolay kavranabilir. Devletin içinde bulunduğu ekonomik sıkıntılar ve şikâyetler sonucu oluşan karmaşa hali de ahkâm defterlerine yansımaktadır. Bu nedenle artan şikâyetlerin içerikleri bizlere toplumu anlamada ve o karmaşıklığın suç oranına etkisini kavramada yardımcı olmakta ve yaşanılan dönem hakkında anahtar bilgiler vermektedir. Ayrıca bölgede yaşayan önemli şahıslar ve aileler, bugün adı unutulmuş veya değiştirilmiş olan yerleşim birimleri ve günümüze ulaşan/ulaşamayan eserlerin o dönemdeki durumu hakkında bu defterlerden istifade edilebilir. Aynı zamanda araştırmacılar için yeni bir konu tespiti yapabilmek için Ahkâm Defterleri başvurulabilecek örnekler arasındadır. Bu nedenle söz konusu defterler araştırmacılara yeni konuların kapısını aralayacak kaynaklar olarak görülmüştür. Öyle ki, bahsi geçen defter grubundan hareketle yapılacak çalışmalar artırılarak şehir merkezlerinde ve kırsal alanda yaşayan halkın siyasi, sosyal ve ekonomik sorunları ve bunlara getirilen çözümler bu çalışmaların ürünü olarak ortaya çıkarılabilir. 1 Numaralı Erzurum Ahkâm Defteri'nin 131-212. sayfa aralıklarının transkripsiyon ve değerlendirilmesini yapılan bu çalışmada temel amaç Erzurum eyaletinin XVIII. yüzyıldaki yapısı hakkında bilgi vermek ve toplumun o dönemdeki sorunlarını değerlendirebilmektir. Çalışma dört bölümden oluşmaktadır. Birinci bölümde Ahkâm kavramı ve Ahkâm Defterlerinin muhtevası hakkında bilgi verilmiştir. İkinci bölümde 1 Numaralı Erzurum Ahkâm Defteri'nin biçimsel özelliklerine değinilerek defterin içeriği değerlendirilmiştir. Üçüncü bölümde transkripsiyonu yapılan hükümlerin tasnifi ve özeti sunulmuştur. Son olarak dördüncü bölümde ise çalışılan defterin 131-212. sayfa aralıklarında yer alan hükümlerin transkripsiyonu verilmiş ve çalışma hakkında genel bir değerlendirme yapılmıştır. Ekler bölümünde ise okunan hükümlerin orijinallerine yer verilmiştir. Transkripsiyon bölümünde okunamayan kelimeler "…." şekilinde ile ifade edilmiştir. Okunduğu halde doğruluğundan emin olunamayan kelimeler "?" şeklinde gösterilmiş ve defterde boşluk olan yerler içinse "()" kullanılmıştır.

Ahkâm Defters are among the books kept in Divan-ı Hümayun like "Mühimme, Tahvil and Ruûs Defters". In case the people or ruler cannot solve the problems they face in society, their complaints were sent to the center and the decisions taken in line with the solutions produced here were recorded in the Court of Accounts. In addition, Ahkâm Defters are a natural light source for researchers to understand and interpret the conditions of the era. In other words, the economic, social and political problems in society and the underlying causes of these problems can be more easily understood if the provisions in the books are categorized among themselves. The state of turmoil caused by the economic problems and complaints of the state is reflected in the court defters. Therefore, the contents of the increasing complaints helped us to understand the society and to understand the effects of the complexity on the crime rate and gave us key information about the period. In addition, important individuals and families living in the region, the name of the settlement units that have been forgotten or changed today and the status of the works that can not be reached / can not be used in the mentioned books can be used. At the same time, Ahkâm Defters are among the examples that can be used to make a new topic for researchers. Therefore, these defters are considered as the sources that will open the door to new topics for researchers. In fact, by increasing the works to be carried out from the mentioned defters group, the political, social and economic problems of the societies in the cities can be revealed as the product of these studies. The main purpose of this study was the transcription and evaluation of the 131-212. page intervals of Erzurum No. 1 Ahkâm Defters. century to give information about the structure and to evaluate the problems of society in that period. This study consists of four chapters. In the first chapter, the definition and evaluation of the concept of Ahkâm and the content of Ahkâm Defters are made. In the second chapter, the formal characteristics of Erzurum No. 1 Ahkâm Defters are discussed and the contents of the book are evaluated. In the third part, the classification and summary of the transcribed provisions are presented. Finally, in the fourth chapter, transcriptions of the provisions in the 131-212. pages of the defters are given and a general evaluation is made. The annexes section contains the original provisions. The words that cannot be read in the transcription section are expressed as "…". The words which cannot be confirmed even though they are read are shown as "? and () is used for the places where there is a space in the defters.
